In 1954 the West German Government’s policy centered on efforts to regain state sovereignty. The main focus was on the European Defence Community and the associated entry into force of the Bonn Agreements. After the failure of the EDC, a new solution was found with the Paris Treaties of 23 October. Central issues were also the German question, a settlement for the Saar region and a large number of problems stemming from the Second World War period.
